Since the reform and opening up,our country has won many socialist victories.However,my country still has outstanding problems such as insufficient and unbalanced urban and rural development,including the income gap between urban and rural areas,which poses long-term challenges to the sustainable development of my country’s urban and rural social economy.The development of urban and rural public services is not only a core factor that affects the relationship between urban and rural areas,but also plays an important role in promoting urban and rural social and economic development.Therefore,the integrated development of urban and rural public services constitutes an important part of the integrated development of urban and rural areas.However,from the perspective of reality,on the one hand,there is a significant imbalance in the development level of regional urban and rural public service integration in my country.On the other hand,the income gap between urban and rural residents in different regions is also significant.Therefore,researching to measure the development level of my country’s urban-rural public service integration and its temporal and spatial evolution characteristics,and then to explore the effect of the degree of urban-rural public service integration on the evolution of the urban-rural income gap,has high research value.This article focuses on the empirical research on the integrated development of urban and rural public services.Firstly,it summarizes related basic theories such as the theory of urbanrural integration,the theory of public products,and the theory of fairness and justice,and analyzes the mechanism of the impact of the integrated development of urban and rural public services on the urban-rural income gap;on this basis,from the perspective of public demand,construct a three-dimensional public Service composition system,using entropy method and coefficient of variation method to measure the development level of urban and rural public service integration in 30 provinces in my country from 2006 to 2018,and further analyze the characteristics of temporal and spatial evolution;construct a differential dynamic GMM panel model to empirically study the integration of urban and rural public services The effect of the level of development on the income gap between urban and rural people;finally,it analyzes the practical obstacles to promote the integrated development of urban and rural public services and proposes relevant countermeasures and suggestions.The main research conclusions are:(1)During the period 2006-2018,the integrated development of urban and rural public services in my country has generally shown a steady improvement trend,but there are differences in public service categories in different dimensions.Among them,the level of urban-rural integration of economic development-oriented public services has increased the most,followed by risk-protected public services,and public services for good life have shown a trend of increasing first and then decreasing.(2)At the spatial level,whether it is in 2006 or 2018,the level of urban and rural public service integration in China generally has the "clustering" feature of the global space,which is manifested in a ladder-like layout of "high in the east and low in the west";locally Spatially,compared with 2006,the western provinces in 2018 have greater temporal and spatial changes in the level of urban-rural economic development-oriented public service integration,and there are differences in local spatial agglomeration,while some eastern provinces(such as Guangdong)have an urban-rural risk protection public service.There is still a low-level agglomeration problem in the development of service integration,but the agglomeration changes in the integrated development of urban and rural public services for a better life in various regions are not obvious.(3)Empirical research shows that the urban-rural integrated development of economic development and risk-guaranteed public services has a significant role in reducing the income gap between urban and rural areas.However,because the integrated development of public services for a better life in urban and rural areas in my country has long been at a relatively low level,At this stage,it has not exerted a positive effect on the governance of the urban-rural income gap.(4)There are currently some practical obstacles restricting the integrated development of urban and rural public services: there is a misunderstanding of the separation of the relationship between public service construction and urban and rural development;lack of an effective public service demand expression mechanism for urban and rural people;imbalances in the supply structure of urban and rural public services;public The financial transfer payment system in the service sector is not perfect;the resources for the construction of rural public services are insufficient.The countermeasures proposed in this article include: establishing the idea of mutual promotion of public service construction and urban and rural development;focusing on the dynamic grasp of the public service needs of urban and rural residents;coordinating the urban and rural development layout of public services in various dimensions;improving the fiscal transfer payment system in the public service sector;Resource input for rural public services.
