A Study On Reform Of Chinese Governmental Regulation In Course Of The Change Of Social Capital

The study object of this thesis is the reform of Chinese governmental regulation in course of the change of social capital, so it demarcates the textual range of study. The reason why the author carries through the study at an angle of social capital change is as follows: Although a large number of domestic and overseas scholars study on governmental regulation and its reform, they emphasize them at political or economic angles mostly. The study from sociological point of view, especially social capital, is too scarce to form an integrated theoretic system. In the thesis, the author disproves the conventional viewpoint on allocation of resources, and brings forward a novel proposition that social capital is the other ways of allocation of resources besides market system and governmental system. Then the author makes use of it as analytical means to analyze and study the governmental regulation in course of the change of social capital. It would differentiate from the other researches.The first part of the thesis is the introduction. Firstly, after considering the phenomena about the rapid development of Chinese enterprise in villages and towns and Chinese governmental reform, it reckons that it is improper to analyze and study the reform of governmental regulation only at angle of market or governmental system; Secondly, it explains some conception, such as social capital and regulation; Then it analyzes the means and value of study.The second part mainly analyzes the relation of social capital change and governmental regulation reform. It disproves the conventional viewpoint on allocation of resources, and brings forward a novel proposition that social capital is the other ways of allocation of resources besides market system and governmental system. Making use of it as an analytical method, then comes to a conclusion that social capital is the premise of effective regulation; finally, deems that change of social capital leads to reform of governmental regulation.The third part interprets social capital change. It describes the content and character of social capital in traditional China, then analyzes the social capital changes all previous and their reasons since the foundation of the People Republic of China.The fourth part studies the reform of Chinese governmental regulation in course of social capital change. Firstly, it thinks that plan system is an attempt of the reform of Chinese governmental regulation in course of social capital change; Secondly, it advances that social capital change in new period affords chance for the reform of Chinese governmental regulation; Finally, it analyzes and summarizes the reform of Chinese governmental regulation in the new period.The fifth part is the conclusion. It sums up the whole thesis, and puts forward that it is valuable to use theory of social capital to study Chinese governmental regulation and its reform again.
