Study On The Status Quo, Problems And Strategies For Agricultural Standard System Of China

Along with economical globalization advancement speeding up, industrial competition with a core of technical standard is becoming progressively intense in world scope. As a large agricultural nation, after China joined WTO, the requests on how to make agriculture product trade double wins both on the domestic and international markets and construct a comprehensive well-off society as well as the needs of people on security, quality and diversity of agricultural product and ecological environment are unceasingly increased. The new situation puts forward a new challenge on national agricultural standard systems. However, since planned economy embed in the current agricultural standard system, its defects, such as low technical level, bad market compatibility, imbalance of structure et al., emerged day by day and it is no longer able to accommodate the request of the new stage of China's agricultural development. With this end in view, establishing a set of new-fashioned agricultural standard system which is conform to both the status quo of China and international regulation as soon as possible is of vital significant regarding the advancement of agriculture industrial structure adjustment, promotion on the agricultural industrialization and the standardized level, guarantee for the agricultural product consumption security and strengthen of the agricultural product competitiveness. This dissertation makes a review on the developing process of China's agriculture standard system using a method combining macroscopic with microscopic analysis, qualitative and quantitative analysis, criterion and demonstration, vertical and horizontal, and theory and practice. Base on the commentary on status quo and generalized experience, the existential problems and restriction factors of current agriculture standard system were thoroughly analyzed. Meanwhile, combining the new situation faced in the course of construction of national agricultural standard system, and using the instructive experience and the procedure for reference, a new guidance and countermeasures was proposed for the construction of agriculture standard system.
