Research Of Reasons And Countermeasures On International Agriculture Dispute

International agriculture disputes have existed in agriculture trade for a long time, it takes up the first position in international commodity trade all the time. International agriculture disputes not only influence the normal agriculture trade badly, but also bring negative effect to other multi-trade cooperation. So, studying the reasons and countermeasures of international agriculture disputes is very urgent and important.The study can be summarized into one center, two reasons and three countermeasures. That is, concentrating on agriculture disputes closely, the paper studys both political economy and institution reasons of agriculture disputes. On this basis, three countermeasures are provided separately from the view of developed members, developing members and institution of international agriculture trade.On the basis of analysis of importance and features of international agriculturedisputes, the paper analyzes the reasons behind agriculture disputes-politicaleconomy factors. Benefits conflict among different countries is one political economy factor leading to agriculture trade disputes. Because of benefits conflict, in order to realize non-trade target protective trade policy is taken when some countries take part in international agriculture trade, which causes agriculture disputes. Furthermore, in some developed countries, agriculture producers have stronger power of collective action and higher political status, agriculture trade policy is often influenced by domestic interest groups. When agriculture trade policy is protective and breaks related international agriculture trade rules agriculture disputes will arise. So, influence of domestic interest groups is the other political economy factor leading to agriculture disputes.Institution factor is the other important reason causing agriculture disputes. There exist lots of leakages and defects in nowadays agriculture trade institution, such as AoA, SPS, TBT and DSU.
