An Investigation And Research On The Ability Of The Public Servants

The public servants are the exact executor of the government's function. They playa very important role in planning, organizing , coordinating and controlling in the national administrative management .the public servants' ability is always one of the focal point in the human resource development and management. So, it's of great significance to have a thorough study of it to build the contingent of high quality public servants. But, it's a pity that , in the past , study only focused on the qualitative analysis on the public servants' ability. Few works have been done on the concrete evidence and the quantitative analysis. Therefore, my study aims at discussing and analyzing the composition of the public servants, which is under the composition of the public servants, which is under the circumstance of building the socialist market-oriented economic structure and of entering WTO, and then discusses how to improve the public servants' ability. The thesis falls into 4 parts: Part one, to define the public servants' ability. commencing from the ability concept ,the thesis tries to define the public servants' ability on the basis of the past conclusion of the characters of the public servants' ability and the government requirements of it. In this way, it lays the foundation for a research of the public servants' ability. Part two, to review and analyze the study of the public servants'. First I try study of the public servants' ability in history and modern age. And then, according to the situation and task that our country has to face with in the socialist modernization development, the thesis gives an analysis on the challenge and influence on the public servants' ability and the working organization style in the new age. Part three, to investigate and analyze the present situation of the public servants' ability in our country. The author use opened questionnaire and individual interview made work ability of public servants questionnaire. After Predictive test and formal test,stay 28 items do factor analysis. on basis of total and scree plot,holds the view that the work ability of the leaders in government organizations is composed of sex dimensions. Those are the analysis and identify ability, the study ability, the communicating and cooperation ability, the creative ability, the organizing ability and the self-discipline ability. And author inspect dimensions and credit that the criterion-related validity is significance. On the basis of this, the last step of this investigation is to draw the measuring scale of the work ability of the public servant in government. After Predictive test and formal test,stay 38 items do factor analysis. On basis be total and scree plot,the scale is the analysis and identify ability, the study ability, the communicating and cooperation ability, the creative ability, the organizing ability and the self-discipline ability 6 sub-scales. The criterion-related validity is significance. The result of the investigation manifests that:(l)In terms of the work ability of public servants,male public servants are equivalent to female public servants; (2)The work ability of the middle public servants is obviously more capable than that of the average public servants. (3)When selecting and promote public servants,their age shouldn't be limited. (4) Mark for public servants of city is higher than public servants of villages and towns. (5) The factor of academic credentials is base of work ability. Part four, based on the result of the research, to provide some positive suggestions on the development of the public servants' ability: (1) To improve the training of the public servants and the building of the MPA. (2) To improve the public servants' practical ability. (3) To build a scientific assessment system on the public servants' ability to give some help to the public servants' work.
