Research On The Public Service Ability Of Grassroots Civil Servants In The Background Of Service - Oriented Government

Civil servants are executors of public authority and government functions. The civil servants capacity is embodiment of government capacity. The capacity of civil servants determines the government administrative efficiency. Grass-roots civil servants, who directly face masses、executors of national policies and law, at the bottom of administrative organization、currently、China is building service-oriented government, the idea based on citizen puts forward new requirements to the grass-rooted civil servants capacity. Therefore, researching the capacity of grass-rooted civil servants has an influence on building service-oriented government.The paper is divided into four parts. The first part is about the definition and feature of service-oriented government and grass-rooted civil servants, illustrates the significance of public service capacity for grass-rooted civil servants, and theoretical basis. The second part is to put forward the public service capacity of grass-rooted civil servants.Firstly analyze the existing general framework of civil servants capacity. Then combined with the Street level bureaucrat theory.Finally put forward the normal framework of public service capacity of grass-rooted civil servants.The third part:generalizes the problems in public service capacity of grass-rooted civil servants, and analyzes the reasons for the problems, puts forward relatively countermeasures that strengthen public service capacity of grass-rooted civil servants.
