Nowadays, institutional reform has become an important way, which government exerts its maximum efficiency and enhances its competitiveness.In this context, the Chinese government also puts forward the goal of building a service-oriented government from the current situation at home and abroad. In order to achieve this goal, we need to strengthen the training of civil servants, and improve the service ability and service level.Based on the status of public servants training in Shaanxi province, this paper analyzes the basic situation and the existing problems of the public servants training in Shaanxi province, and analyzes the problems in detail.Combined with the theory of human capital, the theory of learning organization, the general principles of the study and the characteristics of adult learning, taken example by the public servants successful training modes and experiences from domestic and overseas, this paper also puts forward the training mode of learning organization in Shaanxi province, which is an integrated optimization mode based on the ability.The training mode of learning organization---which is an integrated optimization mode based on the ability---is the training mode to the theory of learning organization as guidance, to the coordinated development of personal growth and the organization goal oriented, to improve the professional qualities and the comprehensive ability of members as the core, in the base of the original model of the learning organization, make full use of accumulative performance, E-learning, market training and other advanced training modes, take example by the successful training experiences in the developed countries, and implement with China's national conditions and local characteristics.In the macroscopic level, this model requests to insist on the basic value concept of arousing the enthusiasm and initiative of public servants, with the actual demand for the premise, explore new ideas, innovative training methods, and will the government target and personal career civil combination. And requests to establish the public servants training management information system, construct the public servants training incentive mechanism, perfect laws and regulations, and policy and financial guarantee. In the micro level, the mode requests to arouse initiative participation requirements, collect and analyze the requirement and establish training target with scientific methods.Requests to give priority to the construction of civil ability, insist on strengthening hierarchical classification training, in the meantime of strengthening general ability training, improve the professional skills of public servants. Requests to the diversification of the choice of the training organization, flexile of the mode adopted, training effect of timely effective evaluation and feedback, and complete each subsequent job training, etc.This paper brings the theory of learning organization into public servants training, combines the public servants training with the personal career, advocates group learning, encourages each other, and promotes the construction of learning-oriented government, so as to promote the construction of service-oriented government. In addition, this paper improves the public servants training work from the angle of the general principle of the study and adult learning, arouse initiative participation requirements, make full use of various training methods, creates a good atmosphere, strengthens the training of practical skills, so as to improve the efficiency of public servants training as adult learning. Moreover, this paper tries to establish Shaanxi information management system, to make the training of public servants training work unified and standardization gradually.
