The Effect Of The Enhancing Of Human Capital In Upgraded Of Industrial Structure

Since 1978, with the increasingly depth of reform and open and the increasingly optimization of industrial structure, our economy live through a new stage of sustained and rapid development, the comprehensive force of our country have been largely buildup, China's gross domestic products (GDP), with a comparable price, have been increased by average 9.4% every year. This mostly depended on the technology progress based on human capital, which ensures the upgrade and adjustment of industrial structure going with a swing. There are many other facts can prove that. For example, Japan had a rapid economic growth after the World War II and the economy of USA has kept growing for more 110 months with high economic growth rate, low inflation rate and low unemployment rate since 1990s. In contrast with material capital, human capital has more energy for economic growth, and should become the radical drive of the optimization of industrial structure and the radical assurance of the future long-term economic growth. If the developing countries paid more attention to human capital, then laid down and implemented corresponding policies, they would exceed developed countries one day.As the largest developing country, China has abundant basic human capital, so how to transform these into advanced human capital, it is becoming a decisive factor of promoting upgrade of China's industrial structure and future economic growth. Since the found of the theory of human capital, there have been plentiful and substantial researches. In recent years, there are more and more scholars who researched the human capital problem in China, the theory of human capital has achieved a lot in the face of new environment and challenge of economic developing. But there is a theory lacuna, viz. a research on enhancing whole human capital, the relationship between the enhancing of human capital and the upgrade of industrialstructure.The main aim of this thesis is giving some suggestions, through the quantitative research of human capital for more 20 years since reform and open, by means of normative analysis and positive analysis, based on the total process of upgrade of industrial structure to estimate the function of human capital among upgrade of industrial structure, which about the realization of continue upgrade of China's industrial structure.The main contents of this thesis include: based on the theory of western new-economic growth, especially Romer's and Locus's, construct a configuration of compare factor analysis, which contains a model of effective labor input and a model of human capital externality; use the configuration to interpret the characters of different human capital bringing into play in three industries, and the industrial structure effect of the exertion of domino effect of human capital; and give some suggestions of enhancing of human capital in upgrade of industrial structure.
