Research On Optimizing Industrial Structure And Actualizing Human Capital Strategies

Since implementing the program of reform and opening up, optimizing and upgrading the industrial structure has been put in an important position and we have made remarkable achievements in the adjustment of national economy. With reform and opening up program having been advanced to a new stage and "Bottleneck Industries", such as energy production, electric-power supply and transportation having been improved greatly, national economy has gotten rid of the shadow of "shortage" since 1990. However, the problem is that products are structurally superfluous. Shorting of effective supply, the contradictions accumulated in a long period exposed in the field of economy. And industrial structure has hampered the sustainable development of national economy seriously. Especially in the 90's, the world economy has gotten into a new age when the adjustment and promotion of structure are supported by the information technology and modern bio-technology. With the development of technology and economic globalization, human capital became the decisive factor concerning the level reached by industries. At present, comparing with developed countries, we still have a long way to go. With the background of economic globalization, we will inevitably meet challenges brought by the leap-development because we lost the chance of modifying the industrial structure under stable circumstances as a developing-country. How to take advantage of human capital to upgrade industrial structure is worthy of analyzing.On the whole, the mode of industrial structure has developed into a full-scale transformation stage. The country's economy has kept a new and rapid growth, open economy is developing rapidly and enhancing the competitive ability is the clue as to industry development. In these circumstances, the modification and promotion of traditional industries is better coordinated with the new development of economy which is treated as the core of industry development.Starting with the theory of optimizing the industrial structure, the basic laws of industrial structure's evolvement and the impediments of developing China's industrial structure, the author states the necessities of optimizing the industrial structure. While researching, linking human capital with the optimization of industrial structure, the article then shows the internal connections and function mechanism between human capital and the optimization of industrial structure and gives us an effective discussion. Finally, the author introduces the main situations of human capital in China at large. Combining with the present conditions and rules of industrial structure's optimization, the article provides us with human capital strategies on advancing the adjustment of industrial structure to a new stage.
