Institutional Innovation And Optimization Of Chinese Industrial Structure

At present the issues of industrial structure have become the key factor that restricts our economic development. Therefore,the Ten fifth plan clearly and definitely broaches that it is the center of our economy to conduct structural adjustment. There are quite a number of factors that restraint the optimization of our industrial structure. The most major one lies in the shortage of effective institution supplies and underdevelopment of institutional innovation. The optimization of industrial structure brings not only the fresh demand for institutional innovation but also offers orientation and endless power for it. The institutional guarantee and driving force can be provided for the optimization of industrial structure through institutional innovation. Moreover,the microscopic main body and human capital that are advantageous to the optimization of industrial structure will come into being. To improve the rationality of our industrial structure and bring it to a new height,we are facing an all-round institutional innovation. In order to greet the challenge of economics globalization and knowledge economy as well as to realize the long-term and sustained development of our national economy,this article conducts theoretical research on how to improve the optimization of our industrial structure through implementing institutional innovation. It comprises three sections:The first section states the theoretical and realistic foundation for the optimization of our industrial structure at current stage. To address the status of our industrial structure and existing problems,it expounds the theoretical and realistic basis for the optimization of our industrial structure with.The industrial structure must be optimized for greeting the challenge of knowledge economy,WTO,and globalization. On the basis of brief introduction of general theory of institutional innovation,this section concentrates on the role and significance that innovation and institutional innovation play for the upgrading and optimization of industrial structure. Institutional innovation provides institutional guarantee,driving force,macro-environment and micro-foundation. The process of optimization of industrial structure shall be promoted through advantageous ideology and technological innovation.As the final part of this article,the third section mainly discusses how to promote the optimization of our industrial structure through implementing institutional innovation includes institutional environment,institutional arrangement and institutional facility and so on. For the sake of the rationality and sophistication of our industrial structure,we should carry out all-round,multi-level institutional innovation from macro,intermediary and micro aspects,linking the establishment of macro-system environment,the draft and enforcement of intermediary industrial policies and the foster of the main body of micro market with institutional innovation so as to form a joint force to promote the optimizing process on our industrial structure.
