Along with the development of national economy and adjustment of economic & industrial structure, people's living standard raised a lot. There are big changes in the consumption demands and consuming concepts. Therefore, new requirements for the changes of transportation structure raised accordingly. The development of highway transportation should fit in with the new situation of rapid and healthy economic development. Moreover, the microeconomic policy is a favorable circumstance.According to the actual situation of passenger transportation in Jilin Province, overall analysis is made on the development of highway passenger transportation and the structural conflicts. Thorough investigations are made on the adjustments of five aspects: passenger transportation structure, transportation capacity, transportation operation structure, transportation organization and layout of transportation station facilities.Chapter One: Introduce the current situation of passenger transportation in foreign countries. Based on the information of highway network, passenger transportation station facilities, highway transportation information supporting system, passenger transportation level and organization structure and present situation of rural passenger transportation, analysis is made on the structural conflicts of highway transportation industry, pointing out the problems need to be resolved for structure adjustment. Chapter Two: Investigation is made on the micro policy of transportation industry structure adjustment, expounding the policy basis, adjustment objective, essential principles and detailed tasks for the adjustments.Chapter Three: Based on the micro policy and combined with the structural conflicts, set forth major contents of highway transportation structure adjustment, expounding the resolve plan and adjustment objective for the five aspects, providing practical methods for solving the major conflicts in passenger transportation structure.Chapter Four: Analyze the elements influence highway passenger transportation market. On this basic, set forth forecast for the highway passenger transportation demand, adopting linear regression method, elasticity coefficient method and time sequence method. First of all, multinomial equation is adopted for calculation of GDP and population of Jilin for year 2005, 2008 and 2010. The multiple forecast method is adopted to set up a forecast math model for Jilin highway passenger transportation demand, thereof, the forecast of purpose year. While forecasting the supply of transportation capacity, through analysis of the passenger transportation and transportation capacity, there exists a linear relation between transportation capacity and passenger number. The ratio of daily passenger number and transportation capacity is b (b=daily passenger number/transportation capacity) within the scope of 1.24-2.77. Therefore, the relation could be taken as linear relation Y=X/b, in which X refers to passenger number, Y refers to transportation capacity and b is called passenger transportation coefficient. The calculated passenger number for purpose year is the transportation capacity. The result of forecast provides reference for drawing up reasonable and practical policies.Chapter Five: Taking the passenger transportation demand structure of 2004's Spring Festival as an example, discuss the passenger transportation structure for the period of Spring Festival and analyze the major structural problems. Meanwhile, in view of the existing conflicts, propose series of resolving methods.Chapter Six: Summarize major achievements in this article, exposing some noticeable problems and proposing suggestions for structure adjustment.
