With the formation and development of Chinese socialist market economic system, China's successful entering WTO, the development of information technology, the formation of integrated global economy, our country comes into the information society and the knowledge economy times with other developed and developing countries in the world. In the times full of severe competition, every company faces unprecedented opportunities and very severe challenges. Under this condition, a good job in the management of the company, especially a good job in the incentive work, could excite the enthusiasm and creativity of employees at different levels of the company, develop employees' potential power, and make the most of employees' ability and wisdom. And only by this, the employees could be encouraged and create more value and wealth for the company, the competition power of the company could be improved, and the company could win in the severe competition on market. Since 1999, the telecommunications companies have been divided and reformed for several times. And now there are 6 big telecommunications companies competing with each other on the communication market of China. And there exists severe competition on the communication market of Jilin Province. New established telecommunications companies, such as China Telecom, China Mobile, China Unicom, and China Tietong, grow and develop rapidly because of the innovation in their system, especially the innovation in their incentive system and the market share they take keeps increasing, while the old telecommunications company Jilin Network Communications develops slowly because of its old and behindhand system and the communication market share it kept is taken away by others little by little. Its customers are taken away by others. The communication business income it gets and market share it takes keep falling. And the problems appear, such as low employees' enthusiasm, low work efficiency, a lot of technical personnel, and managerial personnel leave and begin to work for other companies. One of the main causes of this situation is the problem of incentive system. Therefore, design and implementation of incentive system in Jilin Network Communications Jilin Province Telecommunication Transmission Bureau is to meet the demand of competition on market. It is an important method to improve the competitive power of the company.I. Why encouragements and the incentive system are so important? First of all, from the viewpoint of modern management science, encouragement is the first function of function of management. To do the encouragement well is to fully develop the potential power of employees, excite their enthusiasm, achieve the business target of the organization and make more profit for the organization. Secondly, from the viewpoint of economics, encouragement is an important method to increase the economic benefits, the source to increase the social wealth, and the most powerful method to eliminate poverty. Finally, incentive system is an important precondition for the continuous development of an enterprise. The establishment of a scientific incentive system is an important long-term task for an organization. II. In an organization, incentive system is the mode that the incentive subject and incentive object interact by incentive factors. It is a human-centered human resource management system based on system. The elements of incentive system mainly include induction factors, behavior-oriented system, behavior amplitude system, behavior-time-space system and behavior normalization system. Once a incentive system is formed, it will have influence on the organization itself, and have further influence on the survival and development of the organization.
