With the state administration and economic management system penetrating intc the whole society, the government has reformed every piece of policy about state-owned enterprise reformation greatly. The management and administration system of state-owned enterprise needs to be adjusted, and its social functions granted and undertaken by the country must be separated from the enterprise After reforming the management and property right system, state-owned enterprise reformation has gone deeply into the assault fortified position .The reform system of enterprises is a complicated systematic social project, concerning with the changes of traditional views, regulations of laws and rules, support of the government, determinations about the standards of staff status replacement and staff placement, and funds collection of stale-owned enterprises, etc. As the translations of related laws and rules lack specialized and careful restrains, and policies and regulations are in want of detailed executive standards, we should make further research on the reform system of state-owned enterprise to remove the hidden danger which may causcthc disorder in society .The crucial of state-owned enterprise reform system is staff status replacement and staff placement. The main targets of this reformation is that our government must rescind contracts between state-owned enterprises and whole staff as well as retired workers, and fulfill promises to improve staffs 'living conditions, which are made under the circumstance of planned economy. However, confined to national finance payment ability and state-owned assets regulated comprehensively by the country, the cost and executive standards of staff status replacement and staff placement can only be carried out under local conditions within the administration authority ol different levels of governments .The reform system of stale-owned enterprise in every region should put the governmental policies as leading factor, adjust the laws and regulations accordingto different conditions, and ensure to make them become the objective necessity during the reformation .A huge amount of funds that staff status replacement and staff placement need can mainly come from state-owned property and assets liquidation According to the inadequate funds, the government takes responsibility for full amount supplements.
