As an epitome that reflecting the reform of state-owned enterprises and the transformation of social and economic system more than 30 years, state-owned company worker flow has experienced the process from the planned economy to the socialist market economy. With the development of the reform of state-owned enterprises step by step, company worker flow is becoming more and more frequent, the worker flow problems are also increasingly prominent, which has become the focus of the society. At present, our country is in the critical period of building a well-off society in an all-round way, dealing with the state-owned enterprise worker flow problems properly has a vital significance to build a well-off society in an all-round way and realize the "two one hundred" the Chinese dream.Free staff turnover and rational labor allocation as the main line, dividing this paper into four parts to study the worker flow problems under the reform of state-owned enterprises.The first chapter expounds that free movement of labors is the important premise of the organic combination of the means of production under the perspective of the Marxist theory of labor migration, and introduces the condition of labor configuration mechanism and state-owned enterprises worker flow before the reform and opening up.The second chapter discourses the course to break the old system and realize of free movement of enterprise labors and rational allocation of enterprise employees under the national policy to guide the reform of state-owned enterprises after the reform and opening up. At the same time, elaborates the present situation, new characteristics and efficiency of state-owned enterprises staff turnover under the new period.The third chapter analyzes the problems and defects existing in the process of state-owned enterprise employees turnover and efficient allocation of labor resources and its causes.The fourth chapter proposes the suggestions that solve the problems in state-owned enterprise employees flow, including the basic principle and concrete method that enterprise employee flow should stick to, so as to promote further healthy, orderly and free flow of enterprise employees.
