The reengineering of China National Petroleum Corporation (CNPC) has inevitably caused its subordinate body, Sinkiang Petroleum Administration Bureau (SPAB), experienced this great transformation. The bureau is confronted with the challenge of survival and development. How to exert its traditional superiority and how to build up its core competence have become the bureau's most urgent problems. Therefore, based on the demand and support of SPAB, this paper put forward a 'Study on Strategies of Extended Manufacturing of Chemical Product in SPAB', that is, by getting hold of the golden chance of western development and making use of the bureau's technological and industrial related superiority, to accelerate the development of the full use of petrochemical downstream resources, and develop the promising and value-added Extended Manufacturing Industry of Chemical Product, so as to provide a strategic guidance for the bureau.This paper reviews the current domestic and international enterprise business development of extended Manufacturing of Chemical Product at first, concludes the characteristics and differences between the domestic and international process. On this basis, the regional constitutes of petrochemical industry in Kelamayi and the general situation of important petrochemical enterprises are analyzed, which have great influence on the inner and outer environment and petroleum bureau location. It also puts forward the resources deficiency and industry limitation for the extended Manufacturing of Chemical Product of SPAB, and then it points out the problems exist in the enterprises of extended Manufacturing of Chemical Product.According to theory and methods of strategic adjustment and programming for enterprises, the thesis proposes the idea to transform the strategy to the petrochemical extending process. After analyzing the policy guide of chemical industry, it gave the opportunity and necessary to develop the extended chemical product for SPAB. Based on the industry characteristics and the available resources, the strategy shift scheme to extended chemical product, and the industry development orientation, management direction and goal have been planned. Except that it also discusses the feasibility of strategy shift from six aspects, such as region environment, resources, market, fund, person with ability and technology. Furthermore, the thesis analyzes the risks to develop the extended chemical product for the SPAB from the view of policy, market,technology and management. Correspondingly, it then draws the measure to avoid the risks.The study points of this paper have carried into execution successfully in the key projects of Kelamayi petrochemical industry and the main projects of Dushanzi petrochemical industry, which have demonstrated the correctness and practicability of the bureau's strategy shift of chemical extended manufacturing, and laid a solid foundation for future projects in support. Meanwhile, it has solved the employment problems of quite a lot of technologists and labor force. In a word, the result of this study has a long-term and continuous economic effect and social effect.
