Accompanying with the development of the reform and opening policy; with the reform of city housing and land-using policy; also with the recovery and development of real estate industry, China's real estate industry economy is graduately developing. As china's enter into WTO, researching fund circulating and investment benefit under market economy condition will become the key problems in real estate corporation's management and decision. In 21 Centure's real estate financial development, under the general trend of real estate's commercialization and monetary expression, it is very important and necessary to research the risks and measures in the real estate financial investment.Our government has already decided to take real estate industry especially housing industry as the new growth point in national economy. Real estate finance, especially the real estate's credit mainly taken by state commercial banks, has already infiltrated all the parts of real estate industry and become the 10 years long-term economic depression and Asian economic crisis---the break out of Tailand financial crisis, has closely relationship with real estate financial risk. Recently years, academic circle, financial circle and real estate businessman had paid more and more attention to the real estate financial risk prevention and provide many opinions. Synthesized some representative suggestions indispensable support and guarantee in the development of real estate industry.The real estate finance risk means the possibility of banking institutions suffering assets, benefit or reputation loss in real estate finance business because of wrong decision-making error in management or the change of objective circumstances.For long times, western countries have ripe research in financial risks, but for real estate financial risks, the research has only been paid attention after it has led great loss. For example, the breach of Japan's and combined with my practice in the work, this article has stated clearly some opinions and suggestions.This article has mainly done the following works: First, elaborating ICBC's credit- evaluating policy towards real estate corporation and get the mathematic expression of credit grade evaluating policy. Second, through the analysis of specific cases and general cases, proved the practical guide given by credit-evaluating system in the work. Third, summarize the personal credit-evaluating system and actually proved the indefinite factors in this evaluating method. Fourth, combined with the credit operation methods of ICBC Chongqing, it provide the suggestion that is to strengthen the information sharing between banks leading by the central bank in advance and gradually set up and complete the personal credit system.
