Fuzzy Comprehensive Evaluation On SMEs' Operating Environments In Sichuan Province

The small and middle enterprises (SMEs) in China are helpful for the country's economic development and also provide a lot of job opportunities. Due to their important roles in the economic field, the government makes every effort to support SMEs' development. Thus assessing the relevant input of the government department and the impact on the SMEs regularly is necessary. Right against such a background, this thesis probed into the method that evaluating SMEs' operating environments and based in it gave some useful advise about the public policy.This thesis used fuzzy comprehensive evaluation method together with some other mathematic method such as AHP and DELPH to set up multi-level appraising indexes system of the SMEs' operating environments in Sichuan Province. After doing much research, we determined to evaluate the subject from 4 respects: commercial environment; financing environment; special service and information channel. By using the multi-level appraising indexes system and fuzzy comprehensive evaluation method, we made the conclusion that the environment of Sichuan was fairly well.Based on the status, we gave some advise for the government to improve the situation. First we notify the problems which existed now, then we stated the objection we wanted reach, at last we gave some policy advise .This thesis focused on SMEs' operating environments, and try to use some mathematic method to solve the public problems. I think it is an innovation.
