Sme Policy System Of International Comparative Studies

In the last quarter of 1990s, China began to pay high attention to the development of SMEs just like the other countries. As the weak-competition, the development of SMEs requires the intervention of government. The intervention of government can be realized by SMEs policies and SMEs policy system ensures SMEs policies to perform their functions. Therefore, the study of policy system is the key to study SMEs. In this paper, the author compares and analyzes the policy system of some representative countries (or area) and finds their policy system is perfect and has four factors: policy concept corresponding to the phrases of one country's (or area) economy development, professional policy-making body and policy-operating body, definite policy object, comprehensive policy measures corresponding to a country's circumstances. With the study above the author finds the flaws existing in China's SMEs policy system. The author finds that China's SMEs policies are not fulfilled completely mainly because the lack of effective policy administrators limit the policy's functions to support and promote the development of SMEs. Finally, according to the flaws existing in China's SMEs policy system the author advances a project to construct a perfect China's SMEs policy system.
