Government began to face the challenger to manager the economics well. From the other nation experience, customs is one of main carriers to trade facilities. So in 2001, China Customs and Commerce Ministry established the rulings, which decide to give facility clearance to the high-tech company which quantity of foreign trade exceed to 100 million dollars. The rulings actually facilitate the foreign trade, but because of the limited object suitable, and the unfinished procedures, the effect can't perfect. One of the positive results is precluding the development of small scaled enterprise.This text is divided into four parts, the first parts is guidelines to introduce the cause of facility clearance with << Kyoto convention >> . At the same time take the clearance system in customs of the United States as an example, to explain the facility clearance is an extensive concept. The second parts is to explain the necessary of application of facility clearance procedures, which begin from the local economy respectively, affiliation the World Trade Organization and governmentmanagement in economics. The third parts it to illustrate the facility clearance system in our country, and find out the problem in it's application, From its original intention. The fourth parts emphasize the economy effect of the current facility clearance system in our country, including positive and negative effect. In the end of the thesis give the direction of the future development of facility clearance in out country.The whole article thinks, the facility clearance system is an inevitable trend in economy development. With the increasing in the local economic at high speed, government make the measures to facilitate foreign trade is helpful for the domestic development in all area. In order to accelerate the development of our country, facility clearance system should be made on the basis of equity, unit, which be good for the economic growth.
