A Study Of Urban Management Idea In The Western Region Development

The strategy of the western region development will play an important role in construction of modernization in China. China puts into effect strategy of West China in order to not only to meet the needs of picking up speed of development of western regions and whole national economy but also to meet the demand of border areas safety and national unity. The 21st century will be urban century. Cities will become the centers of politics, economic, culture and so on in a country or a region. The level of urban development represents standard of whole society. The construction and development of western cities play an important role in western region development. To pick up speed of urbanization of western regions may give full play to the central function and diffusing function of western cities, and spur on development of whole West China. Urban management is one of new ideas or modes probing how to construct and develop cities with market mechanism under the condition of market economy. It must become one great powerful tool and measure to pick up speed of urbanization of western cities. The idea of urban management broke out the mode of traditional urban administration, on the other hand, it also responded to the tide of global government reformation namely the movement of new public management occurred in the 1980s. The idea of urban management originated from effect of internal motive force and external pressure of cities. The former stemmed from the contradiction between fast urban development and deficient supply of urban infrastructure facilities and ossified of urban administrative institutions, the latteroriginated from the contradiction between the free floating of productive factors and lack of appeal and competitive capacity of cities under market economy. The core of urban management depends on to define functions of government again, which means that urban government will withdraw from field of micro-economy gradually and put its major energy into how to guide macro-economy and at last achieve transformation from "paddle" to "steering". Although we have gained great achievement that arrests the public attention and rich experience in practice of urban management, we have also paid some bitter price, because the practice emerged in China lately and the theory study delayed. At present, the theory of urban management is on low level, which emphasizes capitalization of urban resources. Our ideal urban management signifies we will govern whole city with idea of market economy, which aims at good governance. In order to "shake off poverty", goal of urban management almost heads towards economic development of city in many cities, but it goes far away the aim of sustainable development. Cities of West China need also shake off poverty, but urban management in western regions must create own characteristic and break new paths of urban sustainable development. In brief, firstly western cities should improve urban image and enhance urban competitive power. Secondly they should bring up multi-main body of management and introduce competitive mechanism. Finally they should draw in participation of urban inhabitants in order to improve the scientific of development.
