Research Based On Urban Sustainable Development Strategy Oriented Government Functions

As standard of urbanization rise ceaselessly, urban has become the key to China’s economic development and playing an increasingly important part in society today. During the fast urbanization in our country, a number of problems have cropped up such as the problems of economic development, social contradiction and ecological environment. Promoting the sustainable development is of strategic importance to China’s modernization drive. As the city government is the main undertaker of shaping the city function, the government functions playing an important guiding part in the sustainable development of urban. Due to the economic draws the most attention, both the development and the development model are conditioned by economic. Fuzzy and derangement of government function also impact on the sustainable development of urban. The research of government function depending on the program of sustainable urban combines the government function with the sustainable development and analyze the problem in government function further to search for new direction.Government function must be change along with the constant change and develop of urban. Pursuing economic brief growth and ignoring the regeneration and cyclic utilization of social resources, an over depletion resource and a worsening environment will be a serious threat to all-around development of human. There are various indications that the sustainable development of mankind has become the considerations of the governments around the world. As the government is the subject of sustainable development, really widely, harmonious and sustainable development of economic, society and environment is depending on that government function must be changed along with the current situation. Implement the sustainable development strategy requires that the government must form the conception of widely and harmonious development. Based on the realistic principles and sustainable development, government function must be changed reasonably.Embarked the conception and the theory of the sustainable development, this paper discussed the adjustment method of government function for the sustainable development, made landforms of Dalian City. Discourse analysis becomes much directly and specific. The theory has been also enriched from city side. In addition, based on the current situation, this paper presents suggestions about government function changed associate with the urban sustainable development and discus the state that the Chinese Governments (especially urban governments) applied the Scientific Outlook and sustainable development. During urban sustainable development progress, government function’s value orientation is suggested to the point, and then the urban government’s configuration and scientific placement are recognized.This paper is divided into five parts:Part one. Introduction; Part two, using the normative approach, which discus the challenge to urban government function from sustainable development strategy by expounded the problem emerged in the sustainable development; Part three, embarked the conception and the theory of the sustainable development, idea change of Dalian’s sustainable development and problems subsequently are dissertated in some detailed, and discus the government function associate with the urban sustainable development in Dalian. Part four, following the predict study, this part proposes the urban government’s configuration and scientific placement during the sustainable development; Part five, following the analysis of the whole paper, this part makes a summary to the full text.
