The Study On The System Of Modern Government Procurement: The Theory And Blazing New Trails

The system of modem government procurement is the result of market-oriented economy. It came into being during the initial period of market-oriented economy and perfected during the high degree of development of market-oriented economy. The system has functions that it can cut down the funds of public financial through the effective competitive mechanism and that it can make the articles of government procurement same as. Furthermore, it has the more important function that it can make the results of a series of economic policies, for the government procurement policy has the distinctive, irreplaceable and important functions such as regulating industrial structure, protecting national industries, supporting small or mid-scale enterprises, exploiting undeveloped areas and encouraging science and technology blazing new trails and so oaSince China began to carry out the government procurement in 1995,.it has achieved tangible results of economy and society, and it has been pursued quickly at every region. But, if we observe the government procurement that a newer object from the whole of nationwide government procurement, its theory has not been considered systematically and its practice course of action is not normal. Moreover, there lakes unified and effective system of government procurement to guarantee to fulfill the procurement objects and to implement procurement policies. So, many system constructions and management works await further improvement Therefore, making the basic theory of government procurement system as the entrance and aiming at present main problems demanding prompt solution, the author putforward actual measures to perfect and blaze new trails the procurement system.This article sets off the analysis not only closely around what the realistic demands to perfect China's government procurement system but in accordance with the weak link of present academic research as well. The article consists of two papers. Paper One is the basic theory of system of modem govemment procurement, and it includes four chapters from Chapter 1 to Chapter 4. In this part, the article starts to analyses the related concepts, the basic principles, the function basis, etc. Then, it analyses the system from its development course, its theory origins and its main economic returns. In doing so, the article objects to construct the more systematical theory knowledge. Paper Two is the blazing new trails of the system in China, and it includes five chapters from Chapter 5 to Chapter 9. In this part, the first two chapters discuss the blazing new trails and improvement of the system from the theories and methods of constructing govemment electronic procurement and establishing performance management in the system. After that, aiming at China present how to keep abreast of WTO's Govemment Procurement Agreement, Chapter 7 raises tentative ideas to improve the procurement system. Then, Chapter 8 proposes the specific methods to perfect the system and to bring forth new ideas in the system on the basis of comparing the international systems and analysesing the restrictive factors of the system improvement in China Lastly, Chapter 9 looks ahead the system about its future improvement trends and its research priorities.
