The operation model of power system has been employed hundreds years which is exclusive in generation, transmission, distribution and selling. Usually, people think that power industry is some kind of economics of scale. However, with the development of the society and the power industry, the traditional operation model of power system has some drawbacks come out. So in the impassive field of power system, a overwhelming trend of reformation to power market has come into being.Since the first power market operation system, England & Wales Pool came into running, the reformation of power market has brought many opportunities to power industry, and made the viewpoint of the operation of power system changed. ,,meanwhile, the reformation brings the conception 'competition', which is strange in the traditional operation system, to the new operation system. It makes the physically holistic power system broken to three economically independent part, the generation part, transmission part and selling part. So, some new problems to the operation system come out.With the reformation of power market brought into our country, whose motivation is to promote the development of our power industry, our power system operators also come into contact with some problems. This paper, with the intention to improve the research of power market, makes a detailed dissertation to a important part of power market operation system, the subsystem Projected Assessment of System Adequacy(PASA), and the algorithms which belong to the subsystem. This paper also made some improvements in two interrelated algorithms.First of all, this paper brings forward a new algorithm to forecast the biding of power plant based on fuzzy clustering. And after the analysis of the outcome of the algorithm, this paper brings forward some directions to improve the algorithm.Then, this paper codes a program, and applies the program to calculate the reliability of IEEE-30 cases generation and transmission system employed Monte Carlo emulation. The program improves the optimal formulation of linear programming. And the program analyzes the weak sectors of the IEEE-case 30.
