A Study On The System Of Medium Service For Technology Transfer In China

Since the conception of technology transfer (TT) first appeared in the 1960', lots of scholars has expatiated the connotation of TT from vary aspects, and put forward much valuable study achievements about the conception of TT, the dynamic mechanism of TT etc. This paper pays more attention to the third party in the process of TT, establishes and studies the system of medium service for technology transfer (SMSTT). In the end, this paper makes some academic conclusions and practical advice for the advance of SMSTT in our country.The first part in this paper mainly makes some basal theory study about technology transfer and medium service for technology transfer. This part includes the conception difference and analysis of TT, technology license, technical innovation, technical diffusion, transfer of achievements in scientific research and detailed theory study in the performance evaluation of TT, the service function of medium side etc. The second part first makes a summing-up of technological medi-organizations in our country, and father defines the actual organization form of the third party in TT through establishing SMSTT. This paper divides SMSTT into three parts: support system, core system and assistant consult system. The core system includes transverse SMSTT and lengthways SMSTT. This paper detailed analyses the organization form, service function and interrelated relationship of the sub-systems. In the end of this part, this paper indicates that the lengthways SMSTT is the main body of SMSTT in our country.The last part is the demonstration study part in this paper. Technology market, state technology transfer, productivity promotion center are mainly three cases representing the typical medium service organization for TT in our country. Correspondingly FLC, TLO, BTG are researched as typical foreign organizations. In the end of this paper, the writer summarize the characters and development trend of SMSTT in our country, the theory conclusion includes the network system character, all-round character, second medium service character and multi-orientation service development trend etc. this paper also points out some problems in the development process of SMSTT in our country, such as the role of government, the position of all kinds of organizations, the phenomena of department division and the criterion of the medium service market etc, and gives interrelated valuable policy advice.
