Anti-corruption has now been a major political task for the government and the Party. Failure to combat corruption would seriously harm the ties between the Party and the people and could even deprive the Party of its ruling position. Anti-corruption campaign is also one of the top concerns of the society and people nowadays.Construction industry is an area where many corruption cases have been reported. According to Law of the People's Republic of China on Public Bidding, major construction projects must invite public bidding. However, there are some problems in the public bidding system, such as fake bidding by the bidderee, bidder's cheat on bidding, administrative interference by some bidding agency in the bidding, local protectionism and illegal bidding procedures.Research on this kind of corruption case would no doubt help us find out ways to curb corruption in other areas. Western scholars have provided three main theories to explain the factors that lead to corruption, namely, theory of social practice, theory of seeking rent and theory of modernism. With a review of major anti-corruption measures taken by those countries which has made tremendous progress in anti-corruption campaign, we compare and analyze the western theories with our theories of anti-corruption by three generations of Party's leaders. We've found out that corruption is the outcome of the exploiting system and exploiting class and China's social system is basically against corruption. Corruption still exists only because we are lack of experience in building socialism market economy. Evidences have shown in other countries and regions that building anti-corruption mechanism is a key factor on anti-corruption campaign, which is comparatively easier to realize. Bearing this in mind, we could focus on researches on improving anti-corruption mechanism as a key measure to prevent the corruption in the area of major construction projects.Anti-corruption mechanism in the area of major construction projects including many aspects, such as the empowering,penalty, rewards supervision , etc.. In regards to empowering mechanism, we mainly analyze the wrongdoings in existing public bidding system and explain the reasons. We could, on one hand, improve related regulations and enhance the supervision of compliance, and on the other hand, diminish administrative interference in some parts of bidding with the help of modern technology, so as to ensure the fairness and openness of the bidding. As for the discipline mechanism, we should give severe punishment a full play to contain those corruptionist. When it comes to the rewards, philosophy of "higher payment, less corruption" taken by some developed countries might not work in China. However, it's possible to lesson corruption to some extent by proper increase in salary of public servants, if we pay more attention to strengthening supervision. With regards to supervision, we discuss functions of building E-government and extending information platforms. By doing these, we could cut expenses and improve working efficiency. Furthermore, with more information on hand, people could keep an eye on the officials in major project construction.With the help of modern technology, we shall strengthen our efforts in building anti-corruption mechanism in the whole process of major projector construction in line with China's national conditions, so as to prevent the corruption from the root. Only in this way, we could not only avoid financial losses of our country, but save our cadres from degeneration and crime. That's the theme going through the whole thesis.
