Research On The Developing Strategies Of The State Key Labs In China

The establishment of the state key labs in China was a foreseen strategy two decades ago which aimed at promoting international competition, adding technological reserves and primitive innovative capabilities, setting up fundamental research, applied fundamental research (including high-tech research before competition) and fundamental work, satisfying the needs of national economy, social development and national security according to national strategic developing target.On the basis of the establishing background of state key labs, this dissertation studies systematically the developing process of state key labs over twenty years by means of the theories and analytic methods in technology philosophy, gives a comprehensive analysis of their establishment and development under the conditions of the reformatory economic setup and progressive technological setup in order to discover the laws of the orientation of state key labs synchronizing with the economic development, and puts forward some tentative ideas for their developing tendencies in two or four decades considering China's farsighted developing strategies; It sums up the management and fund input patterns of state key labs in the last twenty years.This dissertation analyzes deeply some key matters in the development of state key labs----namely, lack and instability of government's fund input to them; less amount in scientists and technicians; lower quality and less scientific elite; unreal fulfillment of their "relatively independent" position; unreasonable subject layout; weak consciousness and insufficient protection in intellectual property. Furthermore, this dissertation makes a deep analysis of the effects of these matters on the development of state key labs and China's fundamental research. It offers the developing strategic plan of state key labs from a long-term viewpoint of national sustainable development. To achieve this strategic aim, we should take such strategic measures as improving decision-makers' cognitive abilities, perfecting management system, increasing fund input, making a reasonable layout, gathering the first-rate talented persons and enhancing the result's management.
