A Study On China's State Key Lab Evaluation

S&T evaluation belongs to the category of the government S&T management.The thesis probes in the Chinese State Key Lab(SKL) evaluation from the point of S&T evaluation,making some sense in theory and practice.The thesis launches the research according to the logical order from theoretic to practiccl, abstract to concrete, macroscopic to microscopic. From some theories of public economics and S&T evaluation, it makes system analyses to our SKL evaluation system on the base of introducing and analyzing S&T evaluation's development around the world. It finds out these are some problems in the SKL evaluation in system: Lacking of construction of legislation and institution, the government function needing transformation; in setup, lacking of professional organizations and people, evaluation index system not perfected; In inner function, lacking of experts' evaluation machanism needing perfection.SKL evaluation is one of the scientific basis on which the government draft fundamental research policy, it is the directing machine of SKL which not only can promote SKL's movement by the way of "opening, uniting, moving and competing", but also can adjust SKL team and dispose S&T resources. According to the theories of public administration, the thesis aims at the important problems and develops some policy suggestions to innovate and perfect SKL evaluation. It includes strengtherning construction of system and law, definiting the lawful status of evaluation work, transforming the government function, promoting the social status of evaluation work, reinforcing the research of evaluation work, perfecting the evaluation index system and etc.
