Infrastructure serves as the precondition and premise for the shaping and development of a modernized city, since all cities, in different scales and at different economic levels, have to cross the threshold of infrastructure in their way to modernization. Many perplexities bothering the development of cities could hardly be solved thoroughly until we had improved their infrastructure, whose framework, quantity and shape have exerted guiding influence on functional structure, space arrangement and self-adjustment of cities.Through comparison between advanced cities home and abroad, the author tries to find out the major deficiencies and their remedies in the infrastructure development in cities at different levels in Zhejiang province. Author also puts forward a system of standards for infrastructure development in hoping to have a positive effect on the planning and construction of modernized infrastructure in cities in Zhejiang. The article consists of four parts:Part One is a general description of the objective, significance, main ideas and methods of research, as well as summing up the relativeresearches to make clear the author's innovation and breakthrough.Part Two is the theoretic study. Author discusser on the relationship between the modernization of city and that of its infrastructure, guided by certain modernization theories, and reveals the inner logic that the latter is both the support and component of the former. Moreover, author brings forward the strategic objective in the future construction of modern infrastructure as a result of the study upon the characteristics of urban infrastructure and its signiJicance as composing part of modernization.Part Three is a comparative study between cities home and abroad at similar scale and level of development, so as to estimate the level of modernization of urban infrastructure in Zhejiang province.Part Four tries to prove and put forward a system of modernization standards for infrastructure development of cities and towns at different levels.
