Choice of project management approaches is one of the key issues in project management. It changes continuously with the development of economic society. In 1980s, American firstly raises and successfully uses a new project management approach——partnering.This paper focuses on how to apply partnering to practices. Around this thesis it discusses theory of partnering and its application. First, it summarizes the past 20s years' achievements in the research of partnering in all over the world, including the concept of partnering, the CSFs(critical success factors), parties' boundaries, the development stages, and partnering operation; Second, by analyzing the basic theory of partnering based on economy and management, it gives a conduct and operate partnering process and detailed discusses about the process of partnering application; Third, based on the character of project and project management the paper provides three important problems about partnering practices, associated CSFs, trust mechanism, the allocation of benefits; Finally, it combines theory of partnering into its application by providing two cases, which are important practical value for our country. The conclusion of this paper is mainly about theory backing up partnering practices, giving a conduct partnering process, connecting qualitative method with quantitative method to solve three critical problems.This paper aims at enriching and perfecting construction management and method. It contributes to proved scientific management method for owners, contractors, and engineering companies and to provide supportive partnering theory for government.
