Under the background of the fever of E-Government development all over the world, Chinese government has been gradually increasing the investment in it since the end of the 20s century, and has obtained considerable achievement. However, compared with the developed countries, E-Government development in China is still get behind, especially in the underdevelopment economy area, the basic foundation of E-Government is still at the starting stage. There are still many problems, the management of human resource need to be especially focused on.In this paper, we make the E-government project of A city as our object to study its stimulation mechanism based on the reference of stimulation theories and the implication of project management theory, project personnel management theory and employment stimulation theory. This paper is based on the classical theories which are Herzberg’s two-factor theory and Maslow’s Hierarchy, using interviewing method and questionnaire method to investigate on the staff’s incentive demand situation and the satisfaction on the project’s stimulation mechanism. We’re discussing 4 aspects like salary system, personal development, working environment and personal achievement, which also include 12 factors in more details. Finally, we build an improved stimulation mechanism model using Quadrant Analysis Method, and give our suggestion to the project manager for reference.
