In the age of knowledge economy there are many challenges to the system and knowledge of existed enterprise management, and how the traditional banks face the changes of new product, over banking, and under the pressure of internationalization ? Due to the balanced scorecard is the interface between the strategy and the course of action; both of enterprises and managers try to pursue the survival and maximum value through the new synthesis managing system. It is not only a part of control system but also an integrated platform. So if enterprise can concentrate the resources of organization by using the balanced scorecard, and verily perform the plan to make the strategy realizable, the vision and goal will be achievable. And the enterprise will change itself to create the advantages. This thesis is embarked by this point, and provides the reference for the banks of Taiwan to develop integrated strategy management system.This thesis is generally divided two procedures to develop the application model of the balanced scorecard in the banks. Firstly, we must consider the characters of the banks; and inspect the challenges of the extrinsic environment and the problem of strategy development about the individual bank. Under the vision of the individual bank, whether coordinate the development of organization with financial perspective, customer perspective, internal perspective, and learning and growth perspective or not ? Secondly, we have to inspect the strategies and internal resources to provide suggestions for the individual bank. So it can correct existent fault and establish new operating direction. The operator can utilize this integrated strategy management system to inspect operating performance regularly, amending the feedback system, and approaching the vision and mission of enterprise.After the above rigorous analysis, and consider the vision and mission factors and so on, we will initially establish the strategies of short-terms, medium-term, long-term. According to the appropriate construction way we can accomplish the balanced scorecard, and suggest collecting regularly the relative data about the reference of following revision and feedback by specialist. Further, the new integrated management system will be accomplished. Because of this thesis is based on the essence of academic. Initially, the enterprises can use the result of this thesis to the four aspects as [1] real service for customer [2] communication and gather strength [3] establish the direction from short-term to long-term [4] improve the overall achievements continuously, establish the operating foundation of individual bank, strengthen the competitive ability. But under the limitations of time and so on, the content of this thesis may not be perfect. So the suggestions to the research object are going on to perform the plan actually, to make employees to understand the spirit of management system, to examine the content of strategy and performance, to adjust the operating direction, to establish the performance index carefully. The suggestions to the further research are the application of balanced scorecard for financial holding companies and investment banks, so that can inspect the application of the balanced score card. The research of the activity-base cost management and the economic valuation added with the balanced scorecard is also a new study direction.
