Experience of other countries indicates that agricultural insurance is a quasi-public product. It is highly dependent on governmental support. Government is the core of agricultural insurance.Comprehensive agricultural insurance system consists of two parts: the subject of business and supporting measures. As for the subject of business, we may consider the following alternatives: stage-owned agricultural insurance company, government subsidized commercial insurance company and mutual insurance. They require different levels of investments and supporting measures and may lead to different results. We must make our decisions in accordance with the characteristics of the target area.We should also take some supporting measures such as setting up supervisory agency,completing agricultural insurance laws,providing government subsidies and so on.
