Study On The Problems And Countermeasures Of Transparency Of Village Affairs

Dealing with the issues concerning agriculture, countryside and farmers is always fundamental to the national economic development and social stability of China. Practicing Transparency of village affairs is the foundation for advancing democratic and political construction at the rural basic level, the objective demand for strengthening rural basic democratic construction, the effective mode for protecting, mobilizing fanners' initiative and safeguarding the stability of countryside, and also the due content for the project of building a well-off society in an all-round way. Using the method of combining empirical research with document research and relating the practices of making transparency of village affairs in recent years, the gradual progress of Transparency of village affairs and analysis of behavior subject, this paper makes thinking in the theory about the system of Transparency of village affairs from such respects as democracy at the rural basic level, political civilization, villager's self-government etc. Although we have already made definite systematic arrangements to the contents, forms and requirements, etc. of transparency of village affairs. In practice, there still exist problems that overt content is incomprehensive, untrue, a mere formality and supervision is not strict etc. Directing against difficulties and questions met in pursuing Transparency of village affairs, this paper, considering real and long-term situations, proposes countermeasures and some reasonable suggestions of solving the problems. We should together operate the aspects in strengthening the government's promotion, setting up and improving external supervision mechanism, and making great efforts to improve villagers' cultural and political quality, rural cadres' democratic legal system consciousness, etc. to advance the institutionalization, standardization and constitutionality process of Transparency of village affairs entirely.
