In August, 2003, the flood tragedy of the Weihe River made the Sanmen Gorge Water Conservancy Project was under dispute at beginning of building. Faced with this accident, the reason was studied from various views and depth by many professionals and scholars from home and abroad. However the study of this problem from sociology and philosophy was so weaken, then this article manage to further investigate the problem caused by human activity from the accident by Sanmen Gorge Water Conservancy Project.In this article, taken the Sanmen Gorge Water Conservancy Project as an example, studied the Weihe River flood tragedy due to the Sanmen Gorge Water Conservancy Project, analyzed reasons and consequences between the flood tragedy and the project, rationalist studied the process of planning how to build this project, and then pointed out shortages existed in the procedure of deciding, those problem are unavoidable in any engineering activities. Then this article comes to the engineering philosophy. Engineering activity must abide by the rule of nature, economic, the complying of the purpose of project, scientific planning, sustainable development of engineering and etc. this views was proposed by this article through the rational analysis of feature, fundamental factor of engineering philosophy, values of structure and ecological view point of structure. The methods and the pans against the Weihe River flood tragedy is provided in the end of this article.
