With the flying development of the national economy, the urbanization process of our country becomes increasingly fast. All level governments threw in a great deal of manpower, material resources and financial powers to carry on the construction of the city infrastructure such as the municipal works etc. However, compared with the huge need of funds, the devotion of the funds on the municipal works is very limited and lacking. The shortage of funds has become the bottleneck that confines construction and development of cities. Therefore, it is the focus that people pay attention to that how economize funds and raise effect of the investment of the funds, it is also an all-important research topic in the engineering construction realm.Against the present condition that people neglects the management of the engineering cost in the design stage of the projects, the thesis analyses and studies the theories and the methods of the cost control in the earlier stage from the engineering cost estimate and the engineering cost control.The engineering cost estimate is the premise of the engineering cost control. The thesis is established in the municipal engineering. On the basis of analyzing comprehensively characteristic of the municipal drainage engineering, the author builds the index system and estimating model of the municipal drainage engineering based on the BP neural network, and designs the algorithm routine based on the neural network toolbox of Matlab. Then, the author uses the model to train and emulate the -specimen.
