From the viewpoint of corrupt subjects quality, quantity and their ranks,of the areas where corrupt behavior taken place, purposes and the social regulations brokenby them, of corruptions historical forms, the track of corrupt phenomena born and grew, andso on, corruption has a variety of expressive forms. As a negative social historicalphenomenon, corruption is the result of internal causes and external causes co-functioning.Among them, the social transition, of which main contents are t6 transfer from plannedeconomy to market economy, is the real sources of corruption, lack of effective mechanismof right restriction is the systematic sources of corruption, the complication of our society''administration is the social sources of corruption, the bad style of the party in power isthe direct sources of corruption. The bad influence of international corrupt phenomena isthe external sources of inland corruption. Anti-corruption must stick to the two aspects oftaking stopgap measures and taking radical measures. The strategy of taking radical measures against corruption is toapply the means of social regulation such as political thoughts, morality, disciplines, law,and the means of political system such as democracy, legal system and supervision in theform of ideological education, system innovation and international anti-corruptioncooperation, to lay the ideological and systematic foundation and form the anti-corruptionmechanism of combining self-discipline and other-discipline, so as to reduce the corruptphenomena to minimum and basically realize political honesty and social clearness.
