On Prevention Countermeasures Of New Changes In Current Chinese Corruption Phenomena

Corruption is a social and historical phenomenon and prevails all over the world. So it is called "political cancer, social malignant tumor "by all the countries, and a hot topic and heated issue. In Chinese history no dynasty could find a fundamental solution to eliminating corruption and collapsed because of corruption at last. Along with the continuous deepening of reform and opening up ,rapid economic development and fighting corruption wave in the world ,if China in the transition period could not resolutely crack down on corruption, it is bound to undermine the public 's belief in the rule of law, poison our society and damage political-economic order being built. Furthermore , not only all the achievements of China's reform and opening up to date will be ruined but also China's economic take-off and modernization process will be suspended and hindered.Especially in the 21st century, China has been fighting corruption even more severely, and corruption is of more subtlety and complexity. Now China's corrupt officials with great skill have been so able to find the fuzzy region of legal provisions that the current cases against discipline and corruption have new changes in "actors, behaviors & the level of corruption". Jian-ming Ren, deputy director of Anti-corruption & Governance Research Center, Institute of Public Administration, Tsing hua University uses an old saying to describe the characteristics of current corruption: " If the Buddha rises one foot, the demon rises ten feet. ", China's anti-corruption is facing many new challenges.This thesis summarizes relevant research results at home and abroad, on the basis of adopting literature research, case analysis and theoretical analysis ,defining the concept of corruption as the prerequisite, analyses corruption of feudal society and the Republic of China, the spread of corruption and the history of anti-corruption struggle since the founding of the PRC. After reviewing the history carefully, the thesis points out that the current phenomenon of corruption's new changes and manifestations, and further analyses relevant historical and realistic roots. In the end the thesis gives some Countermeasures and suggestions to strengthening corruption prevention in the new period according to The Implementation Outline of Establishing a Sound Education, System &Supervision of Punishing and Preventing Corruption.
