Research On The Construction Of The Collaborative Governance Pattern Of Grassroots In China's Border Rural Areas

Under the background of the development along the border and the rejuvenation of the countryside,the grass-roots society at the border of our country is faced with the public demand of "good governance".The traditional governance pattern of "township government and village governance"is not running smoothly.Therefore,it is difficult to achieve the goal of"good governance" in dealing with the arduous problem of border people's poverty,ethnic group relations and border security in the grass-roots society of the border rural areas.Thus,this kind of governance pattern needs to be transformed and upgraded urgently.The theory of collaborative governance,however,is fitly a theoretical paradigm developed to deal with the failure and complexity of departments and cross-border public problems.It aims at integrating the resources of government subjects and non-governmental stakeholders to cope with governance challenges.Also,it is an ideal choice to make up for the failure of the present pattern in the border countryside.Theoretically,the construction of collaborative governance pattern in the border rural grass-roots society of our country can promote democracy,improve people's livelihood,coordinate inter-ethnic relations and consolidate border security.From an empirical point of view,however,it is facing the arduous challenge in governance subject and object.For example,there are problems in the governance subject as institutional contradictions of the township government,the idle problems of self-government of villagers'autonomous organizations,the traditional authoritative dilemma of the original village organizations,while the problems in the governance object are poverty trap,problems of ethnic relations,and border security issues.Both put forward an urgent need in building a collaborative governance pattern to make up for the existing governance failure.Based on the integration of collaborative governance and border rural governance,we will discuss in this paper the construction path of collaborative governance pattern from three aspects:collaborative environment,collaborative subject and collaborative process.The key to successfully construct the pattern of collaborative governance in investing social capital and providing institutional framework to create a collaborative environment,identifying subjects,positioning roles and building communication platforms to foster collaborative subjects,and building start-up mechanisms,incentive mechanisms,supervisory mechanisms and feedback mechanisms to contrive collaborative processes.
