Research On The Education And Training Of Rural Labor Force Based On The Community Development

The cause of education and training is related to the lifeblood of the country's development. It is the foundation of civilization. The cause of education and training is directly related to transmission of knowledge and talent training, and it has an incalculable impact on development of other various social undertakings. China is a large agricultural country, which has 900 million of the population are peasants. Education and training of the rural labor is especially important to solve the "three rural" problem. Since reform and opening up, with the rapid developing of economy, .the development of education and training in our country is also outstanding. The overall level of education and training has been improved. Compare with that, the developing of education and training of the rural labor in our country is more slowly. Receiving education and training is one of fundamental rights of citizens in Constitution, but also is an important aspect of the right to development of the peasants. At present, there are a lot of problems in the development of education and training of rural labor. For example, lack of legal protection, confusion in management of education and training, responsibility of subject is not clear. These have led to lag of the development of education and training of the rural labor force. The 21st century is the era of knowledge economy. Only having the necessary professional knowledge and skills, then one can adapt to the needs of the times, however, at present, the cultural quality of the farmers is generally poor. Thus, strengthening education and training for rural workers is urgent. It has becoming a real problem in China. It is necessary to establish legal systems of the education and training of rural labor, offer the legal support and institutional safeguards for the development of education and training for rural labor. And it is also a necessary requirement.This article is exploring the issue of theory and system designing of education and training of rural labor by perspective of community development. The author made use of empirical research methods, literature and comparative analysis, making a systematic exposition, which is the principles, philosophy and legal system of the education and training of rural labor based on the community development.The second part is basic theory of the education and training of rural labor based on the community development. At first, this section has elaborated overview of the education and training of rural labor. Then, it has analyzed the education and training of rural labor basing on legal theory, human capital theory, public goods theory and economic theory separately, and identified fit points of legal theory between community development and the development of the education and training of rural labor, which is community interests and the right of development of community. It is laying a solid theoretical basis for the legal system of the education and training of rural labor based on the community development.The third part analyzed the experience and enlightenment of building a legal system of the education and training of rural labor based on the community development, which is suited to Chinese national conditions, through examining the education and training of rural labor in foreign country.The fourth part is a sample of the education and training of rural labor based on the community development analysis and empirical studies, concluded with the status of the education and training of rural labor and the existing problems, and further reveals the rationality of the education and training of rural labor based on the community development, having laid the basis of practice for the legal system of the education and training of rural labor based on the community development.The fifth part is exploring how to build innovative legal system of the education and training of rural labor based on the community development, mainly from the principles for the legal system, the main body for the legal system, the running security for the legal system, the assessment for the legal system, the incentive for the legal system, the security for the legal system, the market supervision for the legal system, dispute settlement for the legal system and other relative legal system, with a view to provide practical reference and policy recommendations for government departments.
