In the West, lobbying originated in the United States in the 19th century. The original meaning of lobbying refers to lobbyists communicating with congressman in the corridor. A new definition of lobbying is: Lobbying is a practice and effort representing interest groups designed to influence what the government does. In this article, the interest groups are mainly focused on governments and corporations outside America.Today, lobbying has developed into a lubricant in the political process of America. It becomes a necessary, legitimate and reasonable PR (public relations) activity. Both interest groups within and out of the United States regard lobbying as one of their top priorities. Foreign governments or enterprises have done a lot of lobbying for their interests in particular. Among them, Israel, Japan and China Taiwan are most prominent.In contrast, China's lobbying theories and practices in the United States are relatively weak. With the increasingly close Sino-US relations, the two sides have more conflicts and frictions. Lobbying activities against the United States have become more necessary and urgent. This paper does a deep research on lobbying practices of Israel, Japan and China Taiwan in America, from which inspires a research frame for lobbying activities. The frame includes lobbying objects, lobbying organizations, lobbying strategies, results of lobbying. The frame has been used to analyze China's lobbying practices in America, and has been tested and verified by the case of special safeguard Sino-US tire in 2009. The case shows that the external environment is also a very important factor to the lobbying practice.This paper is aimed to further enrich the lobbying study and optimize China's lobbying rules and norms, as well as promote the lobbying practices. In particular, we hope that the research can provide some inspiration and help for Chinese companies on how to effectively deal with the U.S. government relations and communication between each other.
