The politics of lobbying, which holds great influences in the political system and the social fields in the United States, is a very important phenomenon in the American political arena. The rationality of existence of the politics of lobbying in America is related with, depends upon and even is deeply rooted in American culture, value and people's perception of politics in the United States.This thesis consists of five chapters. At the outset, the author gives an account of the origins of American lobbying and the factors of politics of lobbying, and then further analyzes the cultural and value foundation, and evolvement of law frame of lobbying, the driving force of institution for the exercise of lobbying, and the process, strategy and tactics of lobbying as well as the relations between lobbying politics and the course of American government policy making, especially the process of Congress legislation. The thesis also addresses both the positive and negative influences of the politics of lobbying in the political system of the U.S., and in what way foreign countries make use of American lobbying. Through this analysis, the author attempts to answer a series of questions on American politics, such as why the American lobbying politics, without any sign of being on the wane, has thrived for a long period of time and will exist for a long time to come; how large room the American political institution, the Constitution and law frame in particular, provides for conducting lobbying politics; who the main players of lobbying are and how they do their job; how foreign countries open up new channels of diplomacy toward America by drawing on the experiences and learning from the lessons of American lobbying groups; and whether and how China, the world-wide rising power and potentially strategic competitor deemed by the U.S. policy decision-makers, improves Sino-U.S. relations, upholds its national interests, and finally achieves its long-term strategic goals by making full use of the American law and institution of lobbying.After a relatively detailed, objective, and wide-ranging study of the American lobbying, the author concludes that American lobbying is the inevitable outcome of American political culture under its given conditions and will exist in the long run. The openness of American politics of lobbying provides an opportunity for China to take advantage of it to improve Sino-U.S. relations and maintain its national interests.
