Study On The Construction And Problems Of Rural Community Policing In Tai'an

The rise of community policing began in the Europe,United States of America, and other developed countries in the sixties and seventies of the 20th century.It has been translated into China during the late eighties in the 20th century. Community policing is the current trend and direction of today's worldwide police reforming, which has changed the traditional policing model.It advocates that the efficiency of prevention and reduction of the number of crimes should be considered as the ultimate goal of police work.It emphasis on the police-community interaction,which is applicable to the co-management of all kinds of the community security problems in order to achieve a virtuous cycle of community policing. In 2002, Ministry of Public Security proposed the full implementation of community policing strategies, all public security organizations at all levels began to explore and try to implement an effective model for community policing, showing a flourishing pattern, and yielded good results.This article specifically addressed the meaning of community policing,the combination of theory and practice,and made a more comprehensive analysis of China's course of development of community policing and the reality of the status. It discussed the development of community policing strategies and proposed the constrction of a new model of community policing idea. In this study, by scrutinizing into many surveys of community policing problems, we not only to explored unilaterally but also probe the problems from community policing's view which involves the police and community interaction in the investigation process in order to find out the problems. Through the comparison of western police work through the guiding ideology, social and cultural customs of comparison,we has made it easier to carry out community policing; through the comparison of Chinese and foreign police management system, police force comparison, we analized of the reasons for lack of community policing police force; and through comparison of community policing,we arrived at a sound solution. Through the analysis of the development process of community policing history, we obtained the historical necessity to carry out community policing, and building a new community policing model of the feasibility, effectiveness and necessity. By analyzing the problems of Taian City Community Policing , on the basis of finding the cause,we proposed the goals of Taian City Community Policing Development and the"seven-mechanism"and the"six-mode"of development ideas, as well as the problems or constraints in process of the implementation of community policing that may encounter,and the specific measures which can deal with these constraints.
