The Research On The Construction Of Community Policing In Loudi City

Community policing, in essence, is collaboration between the police and the community that identifies and solves community problems which emerged in the1970’s in the western countries. With the police no longer the sole guardians of law and order, all members of the community become active allies in the effort to enhance the safety and quality of neighborhoods. The expanded outlook on crime control and prevention, the new emphasis on making community members active participants in the process of problem solving, and the patrol officers’pivotal role in community policing require profound changes within the police organization. Nowadays, in order to occupy the changes in social development, community policing has become a new strategy which encompasses a variety of philosophical and practical approaches and is still evolving rapidly both in China and other countries.In2002, after the conference of Ministry of Public Security (Hang Zhou), community policing strategy began formally being implemented all over China. In order to intensify the reform of police system itself, improve the level of public security, and build a harmonious Loudi city, the municipal police vigorously push forward the construction of community policing. After nearly10years of hard working, community policing construction in Loudi city has an initial effect and active changes has emerged, effectively guarantee the Loudi more than4million residents’happy and peaceful life.However, subjected to some factors, such as the Public Security Bureau’s service consciousness is not strong, public has insufficient understanding of community policing construction, the construction lacks of related guarantee, community police configuration seriously insufficient and rural police resource is not enough, the community policing construction in Loudi City also faces with number of problems. In practical terms, these problems include police-community partner relationship has not been formed, public people aren’t willing to participate in the community policing construction, community police work enthusiasm is not high, Imbalance between urban and rural areas and others, these problems have seriously disturbed further development of Loudi’s community policing construction. Therefore, confronted those circumstances, under the guidance of New Public Service, Public Governance and other related theories, under the in-depth analysis of causes of problems in community policing, under the full research and reference to the United States, Japan, Nanjing, Guangzhou and other regions of the successful experience of the construct community policing, and under the practical situation of Loudi city, we point out the general solutions as below:Firstly, the Public Security Bureau should actively implement the quality of service first in order to promote the police-community partnership early formation. Secondly, government should transform community residents’lopsided idea, and guide them participate in community policing actively. Thirdly, perfect community police’s job security mechanism as well as improving their working enthusiasm. What’s more, optimize community police configuration, and ensure the construction of community policing to community effectively outspread. Lastly, in order to promote the construction of community policing both in urban and rural department harmoniously, Loudi government needs to pay high attention to develop police resources of rural areas.
