Study Of Rural Community Policing Construction In Rui’an

With the rise of policing reform in the 60 s and 70 s of the 20 th century in European and American developed countries, community policing arises at the historic moment and was introduced into China in the late 80 s of the 20 th century. Community policing is the trend and direction of the policing reform around the world, which has changed the traditional concept and pattern of police service from passive attack to active prevention. As a result, cooperative interaction and relationship between the police and community as well as the harmony between the police and the public is critical. In order to deal with rural public security problems, effectively prevent and reduce crimes, promote the new rural construction, realize the stability of the society, and build a harmonious socialist society, promoting the construction of rural community policing has far-reaching significance.In 2002 the Ministry of Public Security put forward the full implementation of community policing strategies. Since then, the public security organs have actively explored and attempted to carry out community policing construction at all levels. By innovating bravely and constantly enriching the connotation of community policing, the public security organ in Rui’an has obtained certain achievements. But there are still many problems to be solved.In the paper, with the methods of document research, case studies, data analysis and summarizing research, the author first studies rural community policing of Rui’an, analyzes its present situation, the measures and results, and finds the existing problems and the causes, then talks about the experience of foreign community policing, trying to explore some referenced measures and finally puts forward concrete measures for the construction of Rui’an rural community policing on the basis of the reality of Rui’an rural communities, hoping to strengthen the construction of rural community policing, provide a beneficial reference for social security management and build harmonious rural communities, above all, to build a peaceful Rui’an.This paper is divided into six sections. Section one: Introduction. In this section, it briefly introduces the purpose, significance, methods and relative study of the research. Section two: concept definition and related theory. In this section it mainly focuses on the connotation regarding community and community policing home and abroad, and analyzes the related basic theory. In section three it also explains the current situation of Rui’an rural community policing construction. Section four mainly analyzes the problems and causes of current Rui’an rural community policing construction. Section five: case study. Through analyzing some community policing modes in four foreign countries and three cases in Chinese cities, this paper tries to summarize the experience, reference and inspiration respectively which will help improve community policing construction and development in Rui’an. And in section six, it points out the direction and suggestion of developing Rui’an rural community policing construction. They are as follows: Consummate police operation mechanism by establishing correct idea and distributing police force properly; Perfect safeguard mechanism with enhancement of man power, material resources and capability; Improve “four modes” community policing mechanism; Lead quick development of rural community policing.
