Cppcc Deliberative Democracy In Practice Research

Deliberative Democracy Theory rose in the 80's of 20 centuries, is a form of democracy to cure the non-democracy election in west. Deliberative Democracy is regarded as a kind of rational principle and a Form of democratic governance. Each citizen can participate in the establishment proces of public deliberation in equally, expres his or her own opinion freely and listenes to the other people's opinion, in the base of rational order and the orientation of public interest, amend their own opinion and convert preferences.Deliberative Democracy fits with our current social structure and value concept in China, as well as Chinese traditional culture resources. Therefore, it's significant to introduce Deliberative Democracy into China, not only for construction of a harmonious society, but also plays as guideline for politic democracy construction in current stage. Our government has already explored forms of Deliberative Democracy with Chinese characteristics in the long-term democratic practice, which will lay the foundation for the application of Deliberative Democracy in China. The Chinese People's Political Consultative Conference (CPPCC) is an organization of multi-party cooperation and political consultation under the leadership of the CPC, and an important forum for promoting socialist democracy in Chinese political system. The CPPCC plays a unique role in consultation democracy and is the best practice platform for Deliberative Democracy.This paper takes the deliberative democracy theory as the logic starting point and analyses the rise and development of deliberative democracy in China. On this basis of analysis, this paper explores the practice of deliberative democracy in CPPCC, analyses practice patterns and procedures. The Practice of deliberative democracy can promote legitimate policy, cultivate civic virtue and integrated structure of multiple interests. However, the CPPCC still faces difficulties in the practice of Deliberative Democracy, not only from the theoretical challenges, but also from practices. For these problems, this paper also gives some solutions.
