Innovation Study On Governance Mechanism Of Project Corruption In The View Of Good Governance Theory

Corruption has become the hot spot issue around the word. As a phenomenon, corruption happened in the ancient times. Corruption presents a globalization trend and attracts the whole word's attention since 1990's. China has to cope with corruption, especially in the period of economic model transition. Now corruption is becoming more and more serious, and causes great damage in China.Among all kinds of corruption, corruption which appears in the field of construction sector is one of the most serious corruptions. Project corruption will damage the relationship between the governor and the public; Project corruption will waste our nation's resources and funds; Project corruption will affect the quality of the construction project cause safety risks; Project corruption will damage the market competition order which relies on the normal, fair and orderly order. With the scale of project corruption expanding more and more quickly, projections corruption has become a tough task in our nation's construction area. Seeking for the effective way to prevent and control project corruption is the aspiration of all the scholars and offices.According to the sever situation and the development of construction field, this paper uses literature analytic method, case analysis method and any other methods, combines with the theory of governance and the characteristics of construction field, to research the relative issues about project corruption. Firstly, this section elaborates the basic concept, manifestation and the characteristics of project corruption. Secondly, this section analyzes the reasons of project corruption from three aspects which consist with the institutional and management level, the projects themselves and social human environment.Thirdly,this section elaborates the basic framework about governance mechanism of project corruption from such three aspects like institutional construction, education and prevention, supervision and punishment.etc. Fourthly, basing on the instruction about governance mechanism of project corruption, this section discusses the value and the deficiency of this governance mechanism. Finally, through instructing the rise and the content about the theory of good governance, this section points out the countermeasure which regards to innovate the governance mechanism of project corruption from five aspects which contains Improving the relevant legal system, innovating government management system, intensifying the supervision and the punishment, creating favorable atmosphere of good governance and drawing on the successful experience of foreign countries.
