After reform and opening up, social transformation and economic transition, promote correspondingly social thought,ethics,culture and education in transition, so that our society step into a multifaceted, comprehensive transition period.Moral is the moral idea, value orientation, code of conduct that adjust citizens between the State, society and other citizens of the relationship in the public sphere of modern society ethics, values and norms of behavior. citizens between the State's rights and obligations is the core of Civic virtue, such rights and obligations to a certain degree based on moral consciousness and legal concepts. Moral education is mainly used to prevent bad behavior, not is the kind of moral education that create a beautiful and noble,"sanctification into Yin", character. To strengthen civil society in transition has great significance for socialist political civilization and economic development of civilization, enhancing the cohesion and solidarity of the Chinese nation and building a harmonious society.In the social transition, civil and moral ethics produce the excellent morals, and have the phenomenon of moral deficiency. Good moral can say that in recent years reflects the achievements of socialist spiritual civilization, and reflects the people varied in the way of thinking, values, national spiritual. The civil and moral problems are the refraction and reflection of social issues roused in the process of social change and economic system transformation in essence.Analyzing the status of civic virtue and the deep-seated reasons, aiming at explore the civic and moral education countermeasures compatible with the socialist market economy, and suited to the development of society modernization. The measures include building the content of civic and moral education, the promotion of ethical stands, opening education positions, developing social practice, and creating a favorable social atmosphere. promotion of ethical stands and Reconstruction of the content of moral education help to build the leading moral values during the period of social transition, so as to strengthen moral identity of the new era; opening variety of moral education through channels and means, methods contributes to strengthen pertinence and validity of the civic and moral education.Building the content of moral education not only based on our county, passing on the fine moral traditions, but we use the experience of other countries for reference taking into account the transformation of our society facing the international context of globalization. Content of Contemporary Moral education should include the following five major elements: civic life, awareness education, citizen's personal and moral education of the socialist core value system, enhancing the national self-confidence and self-education, civic awareness and civic responsibility in education.To enact moral norms should not only reflect its advanced nature, idealism, but also embody mass character and operability. Point out to give citizens at large the sense of goodness and noble ideals, while morality is even more realistic, that is to have a lower level, the most basic moral requirement to meet the daily life of citizens and ethical requirements. According to the main contents of basic code of ethics and professional ethics, family ethics in The Program for Improving Civic Morality, the new Civic code of ethics should be: Patriotic law-abiding, courtesy and honesty; helping others, good will; behaving righteously and promote justice; love job and selfless service, filial love the old, neighborhood harmony; caring for public property, protect the environment.Moral education is a social project to improve the quality of citizens. families, schools, units, and the society teaching have their own characteristics in moral education, so we should develop social, family moral resources, optimizing the unit environment. making them work closely together to join forces and promote each other so form a complementary mechanism function together to help and promote the formation of good moral character and civic morality.Social practice is a solid foundation to develop and improve the quality, but also the only standard to test the suitability and the results of moral education. Enriching the content of social practice, through a series of activities, and actively carry out various forms, healthy, highly effective practice of civic virtue to enhance the appeal of social practice ,which is an important way of improving the effectiveness of moral education.Mass media and literary works are an effective way to create a social atmosphere. Mass media must pay attention to and emphasize the moral function of the media and publicity enlightenment values to create a good social environment of public opinion for moral education.
