Discovery And Study On Public Security Foreign Mediation System

The author studies the problem based on real cases of public security foreign administrative mediation in China. The thesis discusses the problem from five perspectives of question introduction, disputes settlement, legislation perfection, definition reconstruction, and future development. The thesis includes three parts: the first part is the introduction of present public security foreign administrative mediation, introducing the background knowledge of this law system, researching the causes, and constructing a primary definition of public security foreign administrative mediation by comparing the practices in some areas in the country; the second part tries to define the problems and dilemma of present public security foreign administrative mediation work from the perspectives of nature definition, lack of principles, present legislation, mediation procedures and mediation agreement. For the problem management, the thesis comes up with new opinions for the five dispute points in public security foreign administrative mediation; the third part tries to reconstruct the definition of public security foreign administrative mediation, and introduce the future development tendency of this system.
