Political mobilization mechanism is a prerequisite of social development. As a unique leadership style of government, political mobilization has changed significant. The subjects of political mobilization change from government to social organizations and groups. The ways change from agitation-type to participatory, and the means change more diversifications. The network and media has been overwhelming permeated every social corner, makes every member have become the sponsors and participants in political behavior. With the development of political, political mobilization tends to democratic participation and cultural identity, and continues to promote the social cohesion and solidarity.This paper is basis on Political process theory, resource mobilization theory and collective action theory, drawing on sociologyical or related analysis, and using historical materials research on political mobilization. From the changes, structure and discourse analyze the social environment. Combine the political mobilization with political development, social structure and the interest of social member, analyzing the advantages and practical significance of political mobilization.Based on the logical structure, this theory can be divided into four parts:The first part focuses on the meaning, elements and types of political mobilization. The second part analyzes the change, practices and characteristics of political mobilization in three stages:the first stage (1978-1992) the political mobilization in the situation of reform and opening up early;, the main feature is from closed to open; the second stage (1993-2002) the political mobilization under the market economic system, the feature is from the planned to market; the third stage (2003-now) the political mobilization under the concept of scientific development, the characterize is from the growth to development. The third part analyzes the political mobilization's positive and negative effects.The fourth part, combined with the China's political development, discussed the new ways and transformation of mobilization mechanisms from the macro level, proposed a new model of political mobilization development.
