A Study On The Political Mobilization Of Emergency Response By The Chinese Government

China is a country with a tradition of political mobilization,political mobilization is one of the advantages of the Communist Party of China,the Communist Party of China's use of this important political mobilization measures and ways to overcome the difficulties and crises.In short,political mobilization is focused on the national perspective of things,it plays an irreplaceable function in the main aspects of Chinese revolution,construction,reform and so on.As industrialization and urbanization continue to progress in the new century,China is a traditional society transformed into a risk society,all sorts of unexpected crises are becoming more common.In modern society,once the outbreak of unexpected events,the uncertainty powerful distribution capabilities,and some catastrophic features(manifested as the destruction of the national political and economic order),and so on,makes unexpected events will be regarded as some kinds of event which caused serious security threat about people's lives and property.In order to maximize the effectiveness of reducing the adverse effects caused by unexpected events,to mobilize all social forces and resources to address these challenges and destruction,especially those such as earthquakes,terrorist attacks,tsunamis,typhoons and other crises may frequently face,political mobilization is extremely important for the stability,security and the legitimate rule of the government's social development of the country.Therefore,the concept of emergency political mobilization is particularly worthy of our research and development.By studying political mobilization of emergency in the history of our country and compare to foreign countries,draw conclusions and propose some principles and countermeasures to help our country to better develop contingency political mobilization.The first part is an introduction,the main contents of this article describes the background and significance,as well as the main research method used herein,an overview of research and analysis of the situation at home and abroad,emphasizing the urgency and significance of emergency where political mobilization.The second part is an overview of the basic theory of emergencies and mobilization,focusing on the characteristics of emergencies and the relevant elements between emergencies and political mobilization.The third section reviews the case when China's response to the crisis in the past emergencies,achievements and some problems,mainly from ahistorical level,discussed the main achievements and problems points of political mobilization of emergency.The fourth section chose a few developed countries,the basic approach of emergency mobilization of political overview and comparison of results,and the corresponding to the revelation of our country.The fifth part draws some basic principles and countermeasures to improve the government's emergency political mobilization,including system innovation,legal construction,technical support and government credibility construction,according to the problems raised above and the lessons learned from abroad.The sixth part is the conclusion.
